Prioritising assets can be the most effective way of utilising maintenance budget.

Baw Baw Shire Council engaged Morphum Environmental with this goal in mind. To enable informed decision making, we began work towards a criticality model that would evaluate and prioritise Water Sensitive Urban Design (WSUD) assets across the shire.

Morphum’s role was to address data gaps, delineate catchment areas, and generate a model that could be integrated into the Council’s asset management processes.

Data Health Check

The process began by identifying the gaps in datasets that would be used to construct the criticality model.

From this health check, we identified several key actions required to resolve the gaps.

Gaps Resolution

Morphum adopted a pragmatic and flexible approach to resolving essential data gaps for the criticality model.

To accomllish the project, we undertook two crucial steps address the gaps:

1. Data Extraction

Morphum reviewed all available asset information to extract key data for the register – this included reviewing and extracting all relevant data for selected assets. Our team assessed reports, plans, GIS data and aerials to develop a comprehensive WSUD Asset Register that that was easily accessible through a central data repository.

2. Catchment Delineation

Morphum delineated the catchment boundaries for all treatment device using bespoke GIS processes created by our geospatial team for the WSUD assets.

These catchments were delineated using the provided 1m digital elevation model.

Delivery

With the gaps identified and addressed, our team was able to provide the criticality model and several recommendations to Baw Baw Shire Council.  The team had developed a tool that analysed multiple criteria such as asset type, catchment size and location to identify existing critical WSUD assets. A set of criticality weighting and scorings were workshopped with Council and these were applied to the model. The outputs of the model will inform Council of their most critical assets and thus develop a targeted, robust maintenance regime.

With the flexible outcomes and processes in place for the future, Morphum’s role in this project will assist Baw Baw Shire Council with informed decision making for the future of their water management.
